Our website will make every possible attempt to calculate the shipping charges on your large freigth items. Sometimes due to the nature of our business, it is impossible for us to pre determine that exact shipping charge.  Our facility uses different sized boxes, different packing material, not to mention freight companies fuel surcharge fees change weekly etc. Several shipping agencies now base their rate on dimension weight versus actual weight whichever is greater. Thus the size of the box comes into play on each and every transaction. We ask for your understanding on this process and you will be notified by our team if we were unable to compute this charge initially.

What will happen is the order will be sent to our warehouse to pack (if you have ordered more than one item we will do our best to combine shipping to insure maximum benefit). It will then go to our shipping dept where they will contact an appropriate shipping agent to get your final charges. Please allow 3-5 BUSINESS (Monday - Friday)  days for this process. Once your shipping charge has been calculated you will either be contacted and asked for payment or if we have your credit card on file then you will be billed for the total amount.  Any questions or concerns please contact us.

IMPORTANT: IF YOUR ITEM IS A LARGE ITEM AND IS MARKED AS GOING FREIGHT. THIS MEANS IT WILL BE SHIPPED VIA FREIGHT TRUCK/SEMI THEREFORE DO NOT MAKE A PAYMENT. PLEASE GIVE US TIME TO CONTACT A TRUCKING COMPANY FOR YOU AND THEN YOU WILL RECEIVE A REVISED INVOICE ONCE THOSE CHARGES HAVE BEEN FIGURED.

We use the Highest Quality Freight Companies and Freight Damage is Very Rare. Although Rare, Minor Dings and Scratches can Happen but will Not Harm the Operation of the Equipment. If a Minor Damage, (Dent, Ding or Scratch) is Present, Accept the Delivery but Note the Damage on the Proof of Delivery Form Prior to Signing for the Delivery and the Freight Company will Make Good on the Damages. If Major Damage, (Total Loss) is Present Do Not Accept the Delivery but Note Severe Damage and Rejected on the Proof of Delivery Form Prior to Signing. The Freight Company will Return the Shipment to Our Warehouse To Start The Claim Process.

Do NOT Sign for Items That Have NOT Been Inspected as once the Bill of Lading is Signed, You Will Own it and Remove Most or All of the Carrier's Liability Even if the Signature is from Someone Else that Received it on Your Behalf.

We know times are tough and we are willing to work with you. We ask that if there is any problem you contact us and give us ample time to investigate. Most problems can be worked out if we just communicate.

Product and Pricing Polices

  • All items listed on this site are NEW and UNUSED but out of warranty unless otherwise noted or eligible for the $30 - 30 day Surplus City program.

  • All sales are final and there are NO RETURNS.

  • Products are available for shipment on a "first come, first served" basis.

  • We cannot guarantee descriptive literature on our equipment, however we do have it for most items.

  • Prices are subject to change without notice.

  • Prices are NET FOB Lebanon, Indiana or Lafayette, Indiana or  Grand Prairie, Texas. Unless noted within individual item or ad. Any additional expenses such as inland freight, warehouse packing, export packing (if required), forwarding fees, and ocean/air freight will be invoiced at actual cost to the customer.

  • We run on an approx. 3-5 business (M-F) days for a parts, 5-6 business (M-F) days for equipment warehouse turn. If your item is something that is needed immediately you must communicate your desire to us so that we can attempt to accommodate your needs.  Orders for expedited shipping can only be handled Monday through Friday and must be received by Noon Eastern Time to be shipped within a 24 hours time span and those orders will incur an expedition fee on top of actual shipping charges.  For any order that is confirmed and then cancelled we will charge a 20% restock fee at time of refund.

  • Local Pickup is available M-F 7:30am to 4:30pm EDT and some Saturdays by appt.  Contact our team for details.
    Place your orders 24 hrs in advance and avoid the wait.  All "called in - will call" orders and website orders for pickup will be required to give a 20% non refundable deposit to hold equipment and items must be picked up within 14 business days. If past the 14 days the order will be returned to stock for resale.

IMPORTANT!  Due to new 2015 Department of Energy efficiency standards 13 SEER units are for sale in northern markets only and cannot be installed in the following states: Alabama, Arkansas, District of Columbia, Delaware, Florida, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, Arizona, California, Nevada, Mexico. If you purchase an Air Conditioner or Heat Pump below 14 SEER in restricted states -we will assume you are purchasing unit for component parts.

For items shipping Fed Ex ground transport with a value of $500 or over we are required by Fed Ex to send with signature required. Meaning someone of legal age must be available to sign and take possession of order at delivery address.  If this would cause a problem please communicate with your sales team member and request to ship via UPS ground instead of Fed Ex.

  • We utilize Federal Express, UPS, USPS and local freight carriers for freight, the cheapest route will be used unless otherwise specified.

Requirements for Purchasing Air Conditioning Units Manufactured During or Before 2023

Beginning January 1, 2023, the Department of Energy is increasing the minimum efficiencies for central air conditioners and heat pumps (the “Energy Efficiency”). The testing procedures for determining those efficiencies are changing as well (hereafter collectively referred to as the “Regulatory Requirements”.

 

The Regulatory Requirements mean that in some parts of the US, certain types of AC equipment can no longer be sold for installation after January 1, 2023. Still others may be sold for installation provided they were manufactured prior to January 1, 2023. The Energy Efficiency information of an AC unit is available on each unit’s ‘Hangtag’ and Surplus City’s Website. Any AC unit not meeting the new Regulatory Requirements may not be installed, but may still be sold for replacement parts.

 

These changes affect the United States by ‘Region’. The Regulatory Requirements apply based on the kind of air conditioner, when the air conditioner is to be installed and in what Region.

 

The "Southwest Region" is Arizona, California, Nevada, or New Mexico.

 

The "Southeast Region" is Alabama, Arkansas, Delaware, Florida, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, the District of Columbia, and the U.S. territories.

 

The "North Region" is the remainder of the United States.

 

For air conditioners in the North Region, the minimum Energy Efficiency increases from 13.0 to 14.0 SEER and in the South Region from 14.0 to 15.0 SEER. For 2023 the national heat pump minimum efficiency will increase from 14.0 to 15.0 SEER.

 

In 2023, all products must be rated using the DOE appendix Mi testing procedure, denoted as SEER2, EER2 and HSPF2. Ratings tested under Mi are up to 5X higher than DOE’s pre-2023 appendix M test procedure (SEER, EER, HSPF).

 

The new SEER2 ratings are lower, and the minimum efficiencies are reduced to account for the more difficult test procedures.

 


North Region SEER2 Regulations

For the North region, compliance will be determined by each system's manufacturing date. Specifically, new SEER2 requirements for this region will include:

  • SEER2 rating of at least 13.4 for all AC units and Single Packaged Products
  • SEER2 rating of at least 14.3 for Heat Pumps

 

AC systems, heat pumps (“HP”), and Single-Packaged Products (“SPP”) manufactured before January 1, 2023, may still be installed and sold in the North region. All units manufactured after this date must meet new SEER2 Regulatory Requirements.

 


Southeast Region SEER2 Regulations

The Southeast Region, includes Texas, Tennessee, and Florida, and has its own SEER2 requirements. These include:

  • SEER2 rating of at least 14.3 for all residential central air systems below 45,000 BTU
  • SEER2 rating of at least 13.8 for all residential central air systems 45,000 BTU and above
  • SEER2 rating of at least 14.3 for all heat pumps

 

Much like in the Southwest region, systems that do not meet these standards cannot be sold (except for parts) or installed in the Southeast Region after January 1, 2023, if they do not meet these Regulatory Requirements.

 


Southwest Region SEER2 Regulations

The Southwest Region is the smallest in the country, consisting of: California, Nevada, Arizona, and New Mexico. In this region, SEER2 requirements are as follows:

  • SEER2 rating of at least 14.3 for all residential central air systems below 45,000 BTU
  • SEER2 rating of at least 13.8 for all residential central air systems 45,000 BTU and above
  • SEER2 rating of at least 14.3 for all heat pumps

 

Unlike the North region, equipment that does not meet these new Regulatory Requirements by January 1, 2023, cannot be sold (except for use as parts) or installed in this region — regardless of the manufacturing date.

 


NOTE: *SEER, EER, and HSPF values shown are based on the current test procedure and are for reference only. Beginning January 2023, products must comply with the SEER2, EER2 and HSPF2 values developed using 2023 test procedures.
